RELATED TO THE RECRUITMENT OF A CONSULTANT TO ELABORATE A TRIENNAL COMMUNICATION PLAN FOR THE PROJECT

The Minister of the Environment, Protection of Nature and Sustainable Development hereby launches on behalf of his ministerial department a call for expression of interest related to the recruitment of a Consultant to elaborate a 3-year communication plan for the SUFACHAC project.

Among other things, the Consultant will conduct a situational analysis of the project, identify programmes that will contribute to the project goals and visibility, best channels and tools for effective communication. In addition he will elaborate monitoring and evaluation tools to check communication effectiveness as well as propose an annual communication work plan and budget.

"Sustainable farming and critical habitat conservation to achieve biodiversity mainstreaming and protected areas management effectiveness in Western Cameroon - SUFACHAC"

FUNDING: Global Environment Facility (GEF)

The Global Environment Facility has approved for its fifth operational phase (GEF 5: 2010-2014) the project entitled "Sustainable Agriculture and Conservation of Critical Habitat for Biodiversity Integration and Effective Management Of Protected Areas in the South-West region of Cameroon for the next four (4) years aims to strengthen and expand the Protected Areas network and integrate biodiversity conservation into the Bakossi-Banyang-Mbo landscape.

The project will be implemented under the supervision of the UN-Environment (former UNEP) and in close collaboration with key government institutions, co-financier, civil society organizations, community-based organizations and the private sector. This project has benefited a co funding from GEF to the tune of US $ 1,716,895 and an overall co-financing to a total  amount  6,122,840 US $  . This funding will help promote the conservation and integration of biodiversity in the Bakossi-Banyang-Mbo landscape and production through sustainable agricultural practices to improve livelihoods in the community and provide more commercial opportunities. This process will contribute to improved efficiency in the management of protected area systems, integration of biodiversity conservation in the various land-use options, including agriculture, mining, forestry, production and promote an integrated approach to the management at the level of the landscape, through the development and implementation of an interactive land use plan. This project will equally help to strengthen or develop a supportive policy in environment and knowledge creation for the implementation of the interactive land use plan and to manage changes in ecosystems that could result from immediate and ultimate causes. These objectives will be achieved through the following three components:Component 1: Conservation of critical wildlife habitat through the creation or strengthening of Protected Areas of high conservation value;Component 2: Sustainable agricultural practices and promotion of "livelihoods of communities and conservation of biodiversity through an Integrated Environmental and Social Management Plan;Component 3: Knowledge management, monitoring and evaluation.

In the Budgeted annual work plan of 2017 for the SUFACHAC project, the Government of the Republic of Cameroon through the Ministry of the Environment, Protection of Nature and Sustainable Development is recruiting six qualified national experts to carry out the following:

Consultant 1: To Support the designing, development and management of the portal web site for project information sharing.

Consultant 2: To review the PSMNR approach to collaborative management and conservation incentives.

Consultant 3: To review and identify environmental and social impact assessment (ESIAs)/ environmental and social management plans (ESMPs) best practices for development projects in protected areas (pa) gazettement processes

Consultant 4: To review the technical operation units (TOUs) management experiences in Cameroon and complementary situation analysis studies for the BBML TOU creation.

Consultant 5: To Identify key beneficiaries and their needs for effective management of BBML Protected Areas.

FINANCEMENT : Fonds pour l'Environnement Mondial (FEM)

Le Fonds pour l'Environnement Mondial (FEM) a approuvé pour le compte de sa cinquième phase opérationnelle (FEM5: 2010-2014), le projet intitulé: "Agriculture durable et Conservation de l'habitat essentiel pour l'intégration de la biodiversité et la gestion effective des Aires Protégées dans le Sud-ouest du Cameroun - SUFACHAC". Ce projet d'une durée de quatre (4) ans a pour objectif de renforcer et d'étendre le réseau des Aires Protégées PA, et d'intégrer la conservation de la biodiversité dans le paysage Bakossi-Banyang-Mbo.

Ce projet qui sera mis en œuvre sous la supervision de l'ONU-Environnement (ex-PNUE) et en étroite collaboration avec les principales institutions gouvernementales, les partenaires co-financiers, les Organisations de la société civile, les organisations communautaires et le secteur privé, bénéficie d'un don du FEM de 1.716.895 dollars US et d'un montant global de cofinancement de 6.112.840 dollars US. Ces financements aideront à promouvoir la conservation et l'intégration de la biodiversité dans le paysage de la production de Bakossi-Banyang-Mbo grâce à des pratiques agricoles durables qui améliorent les moyens de subsistance de la communauté et les opportunités commerciales.

Ce processus contribuera à améliorer l'efficacité de la gestion des systèmes d'aires protégées, l'intégration de la conservation de la biodiversité dans les différentes options d'utilisation des terres, y compris l'agriculture, l'exploitation minière, la foresterie de production, et de promouvoir une approche intégrée de la gestion au niveau du paysage, par l'élaboration et la mise en œuvre d'un plan interactif d'utilisation des terres. Ce projet contribuera également à renforcer ou développer un environnement politique favorable et à la création de connaissances pour la mise en œuvre du plan interactif d'utilisation des terres et de gérer les changements dans les écosystèmes qui pourraient résulter des causes immédiates et ultimes.

Ces objectifs seront atteints à travers les trois composantes ci-après:

Composante 1: conservation de l'habitat de la faune critique par la création ou le renforcement des Aires Protégées ou les zones de haute valeur de conservation;

Composante 2: Pratiques agricoles durables et promotion des «moyens de subsistance des communautés et conservation de la biodiversité à travers un Plan Intégral de Gestion Environnementale et Sociale;

Composante 3: Gestion des connaissances, suivi et évaluation.

Afin de compléter l’Unité de Gestion dudit Projet (UGP), le Gouvernement de la République du Cameroun à travers le Ministère de l'Environnement, de la Protection de la Nature et du Développement Durable lance le recrutement d'un Responsable du Suivi-Evaluation.

Le Ministre de l’Environnement, de la Protection de la Nature et du Développement Durable invite toutes personnes intéressées à manifester leur intérêt en produisant les informations démontrant qu’elles sont compétentes pour occuper le poste susmentionné (qualifications, expériences dans des postes similaires, Curriculum Vitae, Lettre de motivation, contrats, Documentations diverses, etc.).

"Participative Integrated Ecosystem Services Management Plans for Bakassi Post Conflict Ecosystems (PINESMAP- BPCE)"

The Global Environment Facility (GEF) has approved the project entitled "Participatory Integrated Ecosystem Services Management Plans for Bakassi Post Conflict Ecosystems (PINESMAP-BPCE)" on behalf of its fifth operational phase (GEF 5: 2010-2014). The four-year project aims to ensure the conservation, sustainable use and improved management of the Bakassi Peninsula ecosystems through integrated ecosystem management plans including assessment of ecosystems.This project, which will be implemented under the supervision of UN-Environment (formerly UNEP) and in close collaboration with key government institutions, co-financing partners, civil society organizations, community-based organizations and the sector Private partnership, is benefiting from a grant from the GEF of US $ 2,652,968 and an overall co-financing amount of US $ 12,850,000. This funding will help to develop an integrated management plan for Bakassi ecosystem that will include: (i) sustainable management of mangrove forest ecosystems that constitute highly important aquatic biodiversity hotspots and are threatened by overexploitation, infrastructure development, and oil exploration activities with negative consequences on important biodiversity species; (ii) an effective financing mechanism to support integrated sustainable ecosystem management and biodiversity conservation; (iii) an integrated approach to natural resources management in a post conflict situation where building trust is the first challenge; and (iv) institutional strengthening and adequate coordination to achieve local development objectives. It will bring together in a more coherent and holistic way the fragmented baseline initiatives from different sectors, targeting specific communities or ecosystems, and will then serve as a framework for organizing scientific and stakeholders’ consultation outcome to approve or implement decisions in Bakassi ecosystem management at multiple scales and across sectors

To achieve the above-mentioned project objective, the project will implement the following three components:

Component 1: Institutional and Stakeholder capacity building to be able to engage in the development and implementation of the IESMP;

Component 2: Participative and inclusive development and implementation of IESMP;

Component 3: Knowledge management, monitoring and evaluation.

In order to complete the project implementation team in accordance with the project document, the Government of the Republic of Cameroon through the Ministry of the Environment, Nature Conservation and Sustainable Development is launching the recruitment of one Coordinator, an accounting secretary and a driver.
